Communication Ministry Gives Zero Allocation to NIPOST Out of N137.2billion Capital Votes

Nigeria Postal Service ( NIPOST), got zero allocation from N137.2billion capital votes earmarked for the Ministry of Communication and Digital Economy as well as the three Parastatals under it .

While in the proposed N160.593billion budget for the Ministry, NIGCOMSAT, NIPOST and National Identity Management Commission (NIMC), the Ministry got N85.231billion for capital votes, NIMC N46.533billion and NIGCOMSAT N5.440billion, NIPOST has zero allocation.
This was made known by the joint committee of the National Assembly on Communication during budget defense session with the Minister of Communication and Digital Economy, Dr Isa Ali Pantami and heads of agencies under the Ministry at the National Assembly on Thursday.

The Committee Chaired by Senator Oluremi Tinubu expressed dissatisfaction with the development sating it was wrong for the agency not to be given any capital vote for 2022 fiscal year. Senator Tinubu specifically asked the Minister whether the zero capital budget allocation proposed for NIPOST in 2022 was based on non – request by the agency or lack of fund.

The Committee she added, may have to appropriate something for the agency if there is no solid reason for the zero allocation. The Minister in his response said, he was not against some votes taken from the capital estimates of the Ministry for NIPOST.

IGP Approves Establishment of Special Desk for PWD

Nigeria – The Inspector General of Police, IGP Usman Alkali Baba, has approved the establishment of a Special Desk for Persons with Disability in all the Police Zonal and State Commands across the thirty-six (36) States of the Federation and the Federal Capital Territory (FCT).
The IGP, while commemorating the 2021 International Day for Persons with Disability, noted that the decision by the Force leadership to set-up the Disability Desk is informed by the need to ensure the NPF remains at the fore of contemporary policing practice which also advocates mainstreaming and inclusiveness for Persons with Disability.
The police boss observed that the decision follows exhaustive deliberations with the Executive Secretary, National Commission for Persons with Disability, Mr James David Lalu, who led delegates from the Commision to the Force Headquarters on an advocacy visit to the IGP.
The NPF Special Desk for Persons with Disability, which will be domiciled at the Police Public Relations Offices in Commands nationwide, according to the Force spokesperson, CP Frank Mba would serve as advocacy desk to enable the Force avail the PWD with unfettered access to policing services, promoting the dignity of their person, preventing stigmatization and stereotyping of PWD, and giving full effect to the Discrimination Against Persons with Disability (prohibition) Act, 2018.
The IGP equally approved a training program for Police personnel who are to serve as the Disability Desk Officers (DDO) under the coordination of the Force Public Relations Department.
The training, Mba said is being organized in partnership with the National Commission for Persons with Disability (NCPWD).
The Executive Secretary of NCPWD, who appreciated the IGP for the establishment of the Special Desk, expressed his belief that the initiative would go a long way in alleviating the numerous challenges faced by the PWD in the country.

Consequently, the IGP has directed all the Command Commissioners of Police (CPs) and their supervisory Assistant Inspectors General of Police (AIGs) to supervise the nomination of the DDOs and ensure hitch-free take-off of the Disability Desk Offices in their respective Commands.
He restates the commitment of the Force to ensuring adequate protection of the rights and privileges of Citizens with any form of disability in the country.

Humanitarian Minister Explain Government’s Response to Climate Change

The minister of humanitarian affairs, disaster management and social development, Sadiya Umar Farouq has reiterated the need for developed countries to honour the promises made in 2009 of mobilizing $100 billion annually to support climate action in developing countries.

The minister who was one of the panelists at the global launch of the 2022 humanitarian overview, made this known on Thursday while speaking on the theme ‘climate change and responding to a more challenging humanitarian landscape’ virtually hosted by the United Nations office for the coordination of humanitarian affairs (OCHA).

Umar Farouq stated that since the ministry’s establishment in August 2019, it has worked collaboratively with critical stakeholders to address socio-economic vulnerabilities and provide humanitarian action.

The Minister further explained that the government of Nigeria, in partnership with the un system and other critical stakeholders created a national humanitarian development peace framework which specifically focuses on enhancing disaster preparedness, prevention, mitigation and strengthening disaster risk information, governance and infrastructure.

Senate Panel Rejects N323m Productivity Allowance for NAFDAC Workers

The Senate Public Accounts Committee, on Thursday, raised a serious objection to the productivity allowance being paid to staff of the National Agency for Food, Drug Administration and Control amounting to N324m without any approval from the National Salaries, Income and Wages Commission.

The SPAC at its sitting presided over by the acting Chairman of the committee, Senator Suleiman Hadeija, hinged its objection to the alleged illegal increment of NAFDAC staff allowance in the 2016 report of the Auditor-General for the Federation.

The productivity allowance was paid with a voucher dated April 13, 2015 without approval from the National Salaries, Income and Wages Commission, which is the legitimate body to approve such an allowance.

The Director-General of NAFDAC, Prof Mojisola Adeyeye, admitted that the approval had not been granted by the NSIWC, but that work was still ongoing on the approval. She said the productivity allowance predated her.
